Responsibilities

Under the supervision of the Monitoring and Evaluation (M&E) Coordinator, the M&E Officer will have the following responsibilities:

  • Manage the day-to-day implementation of all M&E activities within the SET project
  • Support design, analysis and writing up of M&E products

Tasks

Under the supervision of the M&E Coordinator, the M&E Officer will perform the following tasks:

Monitoring

  • Support the design and potential revisions of the monitoring system in close collaboration with the national M&E coordinator
  • Manage the overall data collection, support analysis and prepare draft reports.
  • Ensure timely monitoring of project activities and availability of quality data for decision-making and reporting
  • Ensure that all M&E tools and guidelines are up-to-date and accessible, as appropriate.
  • Manage and update the project database and visualization dashboards
  • Review, consolidate, and do basic analysis of collected data and information
  • In close collaboration with the national M&E coordinator, lead the capacity development of project staff and partners on M&E practices, including usage of tools and ensuring data quality
  • Work closely with and support the technical team with relevant information on progress, achievements, and challenges faced to facilitate evidence-based decision making for project implementation.

Evaluations and reports

  • Support the design of studies in close collaboration with the M&E coordinator and manage their implementation
  • Manage the implementation of studies, including evaluations
  • Prepare inputs to evaluation and other study reports
  • Prepare project related, written reports and presentations aligning with the logframe in collaboration with M&E coordinator, technical staff, and partners.

Learning

  • Facilitate integration of knowledge management into the M&E system by documenting best practices, lessons learnt, innovative approaches, and challenges
  • Organize data review, learning and reflection workshops internally and with project partners

Other tasks

  • Work with the M&E Coordinator in establishing budgets and annual plans
  • Provide inputs to SET reporting to the Government and SDC
  • Integrate Swisscontact principles (gender equality, including marginalized groups, climate change resilience, etc) into the M&E system.
  • Follow Swisscontact’s rules and procedures such as the Code of Conduct (CoC) and Country Manual.
  • Perform other tasks as agreed with the M&E Coordinator.

Required qualifications, experience and competencies

  • Bachelor’s degree in monitoring and evaluation, statistics, economics, computer science, data science, or related studies.
  • First work experience in quantitative and/or qualitative research in monitoring and evaluation, preferably in development projects.
  • Practical experience supporting or implementing M&E systems, including routine monitoring and reporting, is an advantage.
  • Experience across the data value chain (data collection, cleaning, analysis, and visualisation).
  • Experience using digital data collection tools (e.g. KoboToolbox, ODK or similar) is an asset.
  • Experience managing project databases and basic data visualisation dashboards is an advantage.
  • Exposure to supporting studies or evaluations (e.g. baseline, endline, tracer studies) is an asset.
  • Experience supporting capacity development of staff or partners on M&E practices and data quality is an advantage.
  • Interest in or basic understanding of learning, reflection, and evidence-based decision-making processes.
  • Basic understanding of Gender Equality and Social Inclusion (GESI) and climate change considerations in project work.
  • High attention to detail and strong commitment to data quality.
  • Good level of oral and written English and Swahili
