This role will involve providing technical assistance and guidance to develop strategies and plans for high-level engagement, including facilitating meetings and accountability mechanisms, with a focus on inclusivity. The consultant will work under the supervision of the WASH specialist at UNICEF and in close collaboration with a designated authority at the Ministry of Water. The consultancy will thus actively engage with the government of Tanzania and bolster commitment and leadership through multi-stakeholder sector collaboration and allocation of national resources to contribute to building strong national WASH systems, resulting in sustainable, climate-resilient Water supply, sanitation, and hygiene service delivery.<\/p>\n<p>How can you make a difference?<\/p>\n<p>Key Activities<\/p>\n<p>Develop an inception report with a detailed action plan and a clear timeline for the assignment. The report should clearly highlight the methodology of the work, key assumptions, and sources of information. Also, outline a comprehensive roadmap including timelines, milestones, and responsible institutions<br \/>\nCoordinate and conduct stakeholder engagement meetings. Also plan and facilitate all HOSI-related meetings, share meeting notes, follow up on action points, and facilitate the signing and declaration process for the Tanzania HOSI<br \/>\nFacilitate a light review of existing national sector policies, strategies, guidelines, and plans to inform the WASH situation, identify gaps and opportunities for alignment with the vision of the heads of state initiative. Also recommend policy updates or new strategic directions emphasizing the climate change, gender and equity, and sustainability agenda<br \/>\nDevelop a WASH situation analysis through stakeholder engagement (government ministries, donors, NGOs, private sector, communities, etc.), map, and identify key national WASH priorities<br \/>\nDevelop a draft of the Tanzania Head of State Initiative (WASH Presidential Compact) for review and submit the final compact following review by sector stakeholders<br \/>\nEngage the WASH sector involving government, development partners, NGOs, academia, the private sector, civil society, faith, and advocacy groups for the development of a five-year compact implementation plan, result framework, and implementation roadmap (till 2030)<br \/>\nDeliverables<\/p>\n<p>A detailed and approved inception report submitted to the HOSI technical committee hosted by the Ministry of Water with a copy to UNICEF and WaterAid, clearly highlighting the methodology of the work, key assumptions, and sources of information. Also, outline a comprehensive roadmap including timelines, milestones, and responsible institutions<br \/>\nAt least two stakeholder consultative meeting reports submitted, detailing a summary of consultations and feedback<br \/>\nDevelop and submit a policy and strategy review brief with detailed analysis, recommendations, and priorities for the HOSI<br \/>\nPrepare and submit a draft HOSI for review, discussion, and adoption by WASH stakeholders and approval by the HOSI technical committee hosted by the Ministry of Water, UNICEF, and WaterAid.<br \/>\nSubmit a final electronic and printed copy of a national WASH Head of State Initiative (Presidential Compact) for Presidential assent.<br \/>\nDevelop and submit a detailed electronic and printed copy of a five-year compact action plan, result (monitoring) framework, and implementation of roadmap (till 2030).<\/p>\n<p>If you would like to know more about this position, please review the complete Job Description here: [Download File TOR- Individual Consultant \u2013 Facilitate the HOSI process in Tanzania WOF1.docx]<\/p>\n<p>To qualify as an advocate for every child you will have\u2026<\/p>\n<p>Minimum requirements:<\/p>\n<p>Education: At least a Master\u2019s degree \u2013 in Public Health, Water and Environmental Health, Civil engineering, Social sciences, or other similar majors, including sound knowledge of WASH and climate-resilient WASH.<\/p>\n<p>Work Experience: At least Eight years of progressive responsible professional work experience in the UN or other international development organization, national government, or the private sector<br \/>\nAt least eight years at a senior level working in the areas of policy development, institutional strengthening, programme management, research and learning, strategic planning and systems building both in the development and humanitarian context.<br \/>\nSkills: Familiarity with the Water and sanitation Sustainable Development (SDG 6.1 and 6.2) Goals, Sanitation and Water for All, Heads of State Initiative, (HOSI), and sanitation implementation in the Eastern and Southern African context, particularly the United Republic of Tanzania, is an asset.<br \/>\nWell conversant with relevant knowledge of the Tanzania national WASH policy and legal framework and demonstrated ability to work with intersectoral teams and effectively promote information-sharing, collaboration and cooperation.<br \/>\nExperience in executing strategy, policy, guideline, and roadmap development assignments of a similar nature.<br \/>\nExperience working with high-level government officials, including ministers or heads of state.<br \/>\nAbility to navigate political environments and support advocacy at the executive level.<br \/>\nAbility to synthesize and analyze findings into practical, evidence-based recommendations.<br \/>\nExperience drafting local action plans and designing M&amp;E frameworks with indicators, baselines, and targets<br \/>\nFamiliar with the current developments, research, and best practices and global development of environmental sanitation and hygiene strategy.<br \/>\nLanguage Requirements: Strong communication skills and fluency in spoken and written English.
