Amref Health Africa in Tanzania is funded by The U.S. President\u2019s Emergency Plan for AIDS Relief (PEPFAR) through CDC Tanzania, to execute a robust HIV care and treatment clinical cascade project aiming to accelerate the achievement of the current 95-95-95 goals and the HIV epidemic control in Tanzania. Branded as Afya Thabiti, this project has been implemented in Mara, Simiyu, and Zanzibar since October 2023 and expanded to Dar es Salaam starting January 2026 covering facility and community-based prevention, care, and treatment services. Afya Thabiti works in collaboration and with guidance from the Tanzania Ministry of Health, Zanzibar Ministry of Health, and President\u2019s Office Regions Authority and Local Government (PORALG). That said, Amref Health Africa -Tanzania is announcing the following vacancies to be filled soon:<\/p>\n<\/div>\n<\/section>\n<section id=\"st-jobDescription\" class=\"job-section\">\n<div>\n<h2 class=\"title\">Job Description<\/h2>\n<\/div>\n<div class=\"wysiwyg\">\n<p>The District Technical Coordinator oversees and strengthens HIV\/AIDS care, treatment, and prevention services across the district, ensuring the delivery of high-quality, client-centered care. This includes coordinating HIV testing, linkage to care, PrEP, PMTCT, CECAP, ART initiation, retention, viral suppression, and integration with services such as Advanced HIV Disease (AHD), Hepatitis, STIs, and NCDs<strong>.<\/strong><\/p>\n<p>The coordinator provides technical leadership to a team of experts, ensuring that all activities are implemented according to the district work plan. The role involves technical oversight of project implementation in collaboration with R\/CHMTs, HMTs, and project staff<strong>,<\/strong>\u00a0promoting data-driven decision-making, supporting program reporting, and advising the Regional Program Manager on all matters related to HIV testing and prevention services; and clinical ART services.<\/p>\n<p><strong>KEY RESPONSIBILITIES<\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>Clinical Services Delivery<\/strong><strong>\u00a0<\/strong><\/p>\n<ul>\n<li>Lead and coordinate comprehensive HIV\/AIDS care and treatment programs across the district, providing technical support and supervision to project and facility staff.<\/li>\n<\/ul>\n<ul>\n<li>Ensure effective management of the HIV clinical cascade, including case identification, adherence counseling, ART initiation, retention, and viral suppression, and prevention services.<\/li>\n<\/ul>\n<ul>\n<li>Manage and provide technical guidance on community-based HIV testing services, including linkage case management (LCM) and outreach programs.<\/li>\n<li>Facilitate integration of AHD, CD4 testing, hepatitis, STIs, and services integration into HIV care in accordance with national guidelines.<\/li>\n<li>Provide technical guidance on Differentiated Service Delivery Models (DSDMs)<strong>,<\/strong>\u00a0including same-day ART initiation, multi-month dispensing (3\/6 months), and community ART refill.<\/li>\n<\/ul>\n<ul>\n<li>Conduct joint technical oversite and monitoring of project implementation with R\/CHMT, donor and project staff to improve HIV clinical service quality.<\/li>\n<\/ul>\n<ul>\n<li>Develop and implement SOPs and job aids for healthcare providers in alignment with national guidelines.<\/li>\n<\/ul>\n<ul>\n<li>Coordinate capacity building of HCWs in the District as per National guidelines and donor guidance.<\/li>\n<\/ul>\n<ul>\n<li>Track, analyze, and report project performance, identify gaps, and implement strategies to achieve targets.<\/li>\n<\/ul>\n<ul>\n<li>Collaborate with regional authorities, stakeholders, other IPs, and CSOs to ensure harmonized delivery of HIV prevention services.<\/li>\n<\/ul>\n<ul>\n<li>Ensure high-quality data collection, cleaning, and timely reporting from district and facility levels to the central project office.<\/li>\n<\/ul>\n<ul>\n<li>Track facility performance on Continuous Quality Improvement (CQI) indicators and develop remediation plans for underperforming sites.<\/li>\n<\/ul>\n<ul>\n<li>Coordinate and participate in regional and district-level technical meetings, including CDC check-ins, to review progress and address challenges.<\/li>\n<\/ul>\n<ul>\n<li>Use program data to inform decision-making, service improvement, and documentation of best practices.<\/li>\n<\/ul>\n<ul>\n<li>Coordinate preparation of timely weekly, monthly, quarterly, and annual reports<strong>\u00a0<\/strong>for project management, donors, and stakeholders.<\/li>\n<\/ul>\n<ul>\n<li>Coordinate preparation of weekly, monthly, quarterly, and annual work plan and budget for the district.<\/li>\n<\/ul>\n<ul>\n<li>Provide technical oversight for budget execution, resource allocation, and supply availability to ensure smooth program implementation.<\/li>\n<\/ul>\n<\/div>\n<\/section>\n<section id=\"st-qualifications\" class=\"job-section\">\n<div>\n<h2 class=\"title\">Qualifications<\/h2>\n<\/div>\n<div class=\"wysiwyg\">\n<p><strong>Education and Experience<\/strong><\/p>\n<ul>\n<li>Doctor of Medicine (MD)<\/li>\n<\/ul>\n<ul>\n<li>Masters in public health (MPH) or related field is an added advantage<\/li>\n<\/ul>\n<ul>\n<li>Minimum 5 years of experience in HIV Testing, care and treatment, including technical support to facility and community teams.<\/li>\n<li>Extensive experience in regional coordination of clinical ART and community HIV<strong>\u00a0<\/strong>prevention services, including work plan development, budgeting, and supervision.<\/li>\n<li>Proven track record of collaborating with R\/CHMTs, HMTs, and community<strong>\u00a0<\/strong>stakeholders to achieve program targets.<\/li>\n<li>Skilled in data analysis, interpretation, and use for program improvement<strong>.<\/strong><\/li>\n<\/ul>\n<p><strong>Knowledge, Skills, and Competencies:<\/strong><\/p>\n<ul>\n<li>Strong technical expertise in HIV\/AIDS care and treatment, ART management, differentiated service delivery, and community-based HIV prevention.<\/li>\n<\/ul>\n<ul>\n<li>Program management skills, including planning, budgeting, implementing, and monitoring health interventions.<\/li>\n<\/ul>\n<ul>\n<li>Ability to foster collaboration with government officials, NGOs, and community organizations.<\/li>\n<\/ul>\n<ul>\n<li>Demonstrable communication, leadership, mentorship, and team management skills.<\/li>\n<\/ul>\n<ul>\n<li>Financial management capability, including budget tracking and resource optimization.<\/li>\n<\/ul>\n<ul>\n<li>Proficiency in Microsoft Office Package<strong>,<\/strong>\u00a0and familiarity with data systems such as CTC2, CTC Anaytics, and DHIS2.<\/li>\n<\/ul>\n<\/div>\n<\/section>\n<section id=\"st-additionalInformation\"
