Program:<\/strong>\u00a0Empowerment through Skills Program Colleges and Institutes Canada is implementing the Empowerment through Skills Program in Tanzania.<\/p>\n The Empowerment through Skills Program is a seven-year initiative running from 2021 to 2028. It is implemented by CICan in close collaboration with Tanzania\u2019s Ministry of Education, Science and Technology through the Department of Technical and Vocational Education and Training. The program is funded by the Government of Canada.<\/p>\n The program\u2019s ultimate outcome is to improve the economic participation of women and adolescent girls in Tanzania.<\/p>\n ESP works to strengthen alternative pathways to education, employment, self-employment, and entrepreneurship for women and adolescent girls. It collaborates with Folk Development Colleges and Community-Based Organizations in 12 communities across Tanzania.<\/p>\n A critical part of the program is strengthening the capacity of FDCs to provide comprehensive support services that help attract and retain female trainees, support their graduation, and facilitate their transition into skilled employment in key economic sectors.<\/p>\n ESP seeks to engage a qualified individual consultant or consultancy firm with expertise in career counselling and the development of recruitment resources.<\/p>\n The selected consultant or firm will support the development of training materials and deliver training to staff at the program\u2019s 12 partner Folk Development Colleges.<\/p>\n The assignment will involve developing three comprehensive career counselling and recruitment toolkits and facilitating training sessions for FDC staff.<\/p>\n The consultancy aims to equip FDC staff with the skills required to provide structured and gender-responsive guidance to students in:<\/p>\n Kiswahili is the language of instruction in the partner FDCs and the most commonly used language in the districts where the program operates.<\/p>\n The consultant or consultancy firm must:<\/p>\n Machine translation is strictly prohibited.<\/p>\n Applications are invited from suitably qualified individual consultants and consultancy firms that meet the requirements stated in the RFP.<\/p>\n This is an equal opportunity for qualified individuals and firms. Firms owned or led by women are particularly encouraged to apply.<\/p>\n The target beneficiaries of this consultancy are staff members of the partner Folk Development Colleges.<\/p>\n The consultant or consultancy firm will be required to undertake the following tasks:<\/p>\n Discuss the training needs of the partner FDCs with CICan and the ESP team and provide recommendations on:<\/p>\n Review relevant documents and information, including:<\/p>\n Conduct a minimum of three site visits to partner FDCs.<\/p>\n During the visits, the consultant or firm will engage with staff and students to identify gaps in existing career-guidance services.<\/p>\n A site-visit report must be prepared explaining:<\/p>\n The consultant or consultancy firm will develop three comprehensive modules within a career counselling and recruitment toolkit.<\/p>\n The module should include tools and strategies that help students:<\/p>\n The module should provide resources that help trainees:<\/p>\n The module should provide practical guidance to FDC staff on:<\/p>\n The toolkit must be prepared in Kiswahili and English.<\/p>\n Submit the developed career counselling and recruitment toolkits to CICan and the ESP team for review.<\/p>\n Develop and submit a comprehensive training plan for review by CICan.<\/p>\n Revise the following documents based on feedback and recommendations from CICan and the ESP team:<\/p>\n Deliver a minimum of three regional training sessions for FDC staff.<\/p>\n The training should explain how staff can:<\/p>\n The training must be delivered in Kiswahili.<\/p>\n CICan and ESP will organize and pay for:<\/p>\n The consultant or consultancy firm will arrange its own travel and include the related travel expenses in its billing.<\/p>\n Prepare a facilitator\u2019s guide or manual to support:<\/p>\n Prepare and submit a final report covering the implementation of the assignment, key observations, recommendations, and completed activities.<\/p>\n The draft work plan must be submitted to CICan by\u00a030 July 2026<\/strong>.<\/p>\n CICan will provide feedback on the draft work plan by\u00a07 August 2026<\/strong>.<\/p>\n The final work plan must be submitted to CICan by\u00a010 August 2026<\/strong>.<\/p>\n The site-visit report must be submitted to CICan by\u00a031 August 2026<\/strong>.<\/p>\n The first draft of the career counselling and recruitment training toolkits must be submitted to CICan for review by\u00a014 September 2026<\/strong>.<\/p>\n CICan will provide feedback on the first draft of the following by\u00a021 September 2026<\/strong>:<\/p>\n The final versions of the training plan, toolkit, and supporting materials must be submitted to CICan by\u00a026 September 2026<\/strong>.<\/p>\n Training sessions for FDC staff must be delivered according to the approved training plan by\u00a030 October 2026<\/strong>.<\/p>\n The consultant or consultancy firm must submit the following to CICan by\u00a031 November 2026<\/strong>, as stated in the RFP:<\/p>\n Important note:<\/strong>\u00a0The document states \u201c31 November 2026,\u201d although November has 30 days.
