Consultancy opportunity: End Evaluation and Learning Review of the Fish Farming Project Phase II

SWISSAID Tanzania is inviting qualified consultants or evaluation teams to conduct an independent end evaluation and learning review of the Fish Farming Project Phase II: Improving Coastal Communities’ Livelihoods through Agroecological Aquaculture for Resilient Food Security and Ecosystem Conservation.

The assignment will assess the project’s achievements, challenges, lessons learned, and prospects for sustainability. It will examine the project’s contribution to:

  • Aquaculture and mariculture production, including milkfish, tilapia, and seaweed
  • Household income, food security, nutrition, and livelihood resilience
  • Market development, value addition, and business planning
  • Mangrove conservation and coastal ecosystem governance
  • Gender equality, youth participation, and social inclusion
  • Local ownership, sustainability, and the potential to scale successful models

The evaluation will use a participatory and mixed-method approach involving document review, interviews, focus group discussions, field visits, stakeholder consultations, and market and value-chain analysis.

Required qualifications

Applicants should have:

  • At least a Master’s degree in fisheries, aquaculture, marine sciences, agriculture, environmental management, rural development, monitoring and evaluation, development studies, or a related field
  • Proven experience evaluating fisheries, aquaculture, mariculture, livelihoods, food systems, climate resilience, or natural-resource management projects
  • Knowledge of market systems, value addition, coastal governance, mangrove conservation, gender equality, and youth inclusion
  • Strong analytical, facilitation, and report-writing skills
  • Fluency in English and Kiswahili
